In terms of dubstep before dubstep, before garage, has to be Radio Babylon, sounds more like modern dubstep than most of the early dubstep tunes.

Well if you wanna take that route, Renegade Soundwave - The Phantom came out earlier (1989).
There was tons of this stuff in the early 90's, and I don't hear the resemblance to modern dubstep at all.
