Use the forums search function for 'set up tone arm' for umpteen youtube links and tutorials.
This guy knows exactly what he's on about, he works for Shure ffs:

Don't mind the poor video quality, the knowledge being conveyed more than makes up for vhs rips.

Watch the link in my earlier post then accordingly set your needle, tone arm, height, and antiskate correctly on a level steady deck and you should be sorted

Does it jump, when it is just playing or when you touch the platter?

set more weight on the needle, even pros get skipping needles while scratching sometimes. Also make sure your record aint wobbling on the spindle and you aren't pressing on the platter too hard, you have to treat it gently and smooth.

Only if you hate your records, they will wear out a lot faster that way.

what needle are you using ?
how tight is the hole in the record ?
if its a lot of excess space between the turntable center and the hole in the vinyl, you might get skipping problem . . . depending on your scratching/cuing style . . .
