No they aren't bird deterrants, they are youth deterrants.
I think they're a good thing as long as they don't put them everywhere, only at places where lots of things get vandalized etc.
We don't really have them in Belgium, but in Brussels they start playing classical music at night, loud as fuck, in subway stations to piss off vandals and drug users.

Can still hear 18k it pretty prominently aged 21. Hearing must have improved to counter my abysmal eyesight

Yeah I hear these things about, But never outside shops. Used to hear it all the time back in the day I had a paper round, Turns out it was mostly cat scarers. All these people have these little green boxes that put out that sound to stop cat's doing their thing on the grass.
Another thing I can hear is when someone turns on or off an old CRT TV set. I hear the same high pitched sound but it rises real quick and has slight phase on it.

Wow, I can hear 17 and 18khz but not 16khz. Not surprising though as that seems to be the exact pitch where I have a constant ring of tinnitus
And i'm 28 so on one hand I feel like i'm still a youth and on the other I feel like an old bastard with fucked ears. Hmmm.
Having said that 16khz was always my least favourite frequency, so it can go fuck itself!
