Friendly, it sounds like you have WAY too much going on in that tune. Dubtechno sounds best when it is ultra minimal and spacious (go listen to Pole/Basic Channel etc). Giving people vouchers instead of money is a pretty efficient way to tell them that the country doesn't trust them and that they're clearly too thick to set their own priorities.
