Stutter Edit from iZotope is good for glitched, chopped, and build up type effects. Although you have to have a MIDI controller to control the gestures.

Its all personal preferrence I think.

If you took two guys to try to make the same sound, one guy might only need 2 or 3 effects while the other guy might need to use 7 or 8 effects.

Figure just came out with an EP that is featured with names of evil goers. Its his favorite kind of year thing too.

Layering some notes on the piano roll can help sometimes, but that will make it louder, not really bigger.
