M-Audio Fast Track Pro.
Within your price range, has all the features you want. I've used it for a while and loved mine, it only recently broke but thats cause I put it in a bad place and put some stress on the USB jack, causing one it to break. So now I can't turn it on, but I've had it for years.

I have the 8s and they're awesome. You only get a response down to about 45 Hz though I think, so you get bass but not the whole shebang.
Definitely going to get a sub to go with mine when I have the money and a place where my neighbours won't hear me lol.

I reinstalled Logic on my new computer and made damn sure I didn't put the fucking loops on there along with it.
If only they gave you 40 gigs of decent presets instead of all the useless loops.

Sounds like you have the wav files attached to a tempo and a different tempo in your project. See if you can either change the import settings so it doesn't adjust the length of the sample for the tempo you're using when you import it.
