Id go for something like nectar to repitch and harmonize the vocal samples
once you have a melody then you can chop/edit them further
For skippy drums i like to just write patterns in triplet mode (never really liked abletons swing much)

Been trying to get my songs loud enough that I can play them at the club without having to crank the gain too much.. (too pov to fork out money for proper mastering jobs)

having samples on a different ssd to your daw is a hot tip
on my budget i5 bought 2 years ago my cpu bar never goes over 10% even with a hundred or so plugins running

For $400 to $500 you would be better off investing in new monitors;)
If you are only using it to plug your monitors into your computer then a $30 behringer will suffice;)
More expensive ones are only needed if you are recording sound (from guitars etc)

yeah there isnt much infomation out there for jump up dnb... most tutes are for neuro/reeses etc

Getting rid of any unnecessary programs on your pc will help (and normal computer maintenance type stuff)
Aero uses heaps of cpu in windows.... I would highly recommend disabling visual effects (control panel > system > advanced)
Id also tweak your virtual memory
