Lowpass 12 or Lowpass 24? What's the difference?

If I use a lowpass 12, what's different from a 24? What does that number even stand for? Note that I use those filters in softsynths. They sound different but I dont understand why. Different uses for this?

my best datsik synth wob was on the first tune in my sig, I could give you the ksd for it and then all you need to do is EQ it heavily, chorus it, and distort/resample. You want?

How do I make this wobble? (Koan Sound)

I need help recreating this sound, it's from the song "Mr. Brown" by "Koan Sound". I use Ableton and mostly use massive, but if you know any way of creating this, with external vst's or in reason, that would be really helpfull. It's the main wobble, right after the vibrato synth ...
