Does anyone know how to get this swooping sound?

I've tried for weeks on end with no luck.

Any help would be greatly appreciated, as I am not looking to copy the sound in general, but the basics of how to get it so powerful. Thanks guys!

Ahh, I'm going to add much more to this.

I kind of wanted high vocals, and wanted to the drum beat to remain the same because I'm keeping it real calm and kind of dark.
