I can't listen to the exact sound as I'm in a lecture, but this is for any high-pitched sound; Look into boosting the content around 100-150Hz. Not just with literal EQ boosts, but possibly with distortion. Another way (which I usually use) is using something like Waves RBass/MaxxBass at around 130...

It is a formant with a scream filter.
Just make any generic flux pavillion/doc p type sound. Then wobble it really fast, but turn down your amplitude on the wobble really low so you aren't chopping out the entire sound, and it will make it sound smoother like this.

You need lots of external effects and processing, just Massive probably won't do the trick.

A few guesses here, I could be completely wrong. I think he uses frequency shifting on a lot of his basses. I think he might also be bouncing out long bass notes with lots of filter movement and possibly frequency shifting as well, then loading them into a sampler and doing effects like pitch autom...
