Assuming that you mean requesting stems for a specific already-released track, then unless you're a very well-established artist or know the label's management personally, you have next to no chance of getting stems out of a label.

The whole concept of EDM sub-genres is moribund. People are pigeonholing themselves less and less into specific tempo brackets and that, to me, is a very good thing.
