Rameses B always has these weird vocal chops in his songs. They don't sound like the typical vocal chop because there is some sort of roboty-sounding effect to them. Also no matter who is singing, they sound very similar from song to song of his. Any ideas on how he does his chops or if there is anything different than the typical loading into a sampler and putting some pitch correction on it?

Honestly they don't sound too revolutionary to me, pretty standard chopping technique
I will say that I'm almost positive he is using a plugin called "Bitspeek" on a lot of the processing. Either that specific plugin, or some other kind of bitcrushing/sound-degredation vst to make it sound all 8-bit. I would personally try chucking a bitspeek on your chops and pushing it through at ~50% wetness to see what happens, I would imagine you get very close
