its also venue insurance. liability insurance for under 21 events is just another expense that most clubs don't want to take on. thats not even mentioning the fact that under 21 events have even more scrutiny from the mayors office and police. its just a headache to try to do in NYC. you can do under 21 events in other parts of the city without hassles, but not in manhattan.
