Why? Have you heard Modus Operandi? Seeing as Burial has even said he's a big Photek obsecive I think it would sound like that. it's actually pretty rudimentary imo, and he says that in some interview i read. he layers white noise/field recordings to hide that fact. Not that it makes any difference really, good music's good music period. The rest of it's just Heat style titillation. All music should be about tunes over artists.
I'm more suspicious of the whole album being made in Soundforge - very impressive if he did, but can't see how it'd sound as good as it does.
And I don't think it sounds much like Photek either in all honesty.

Burial sounds good very loud or very quiet and that is an accomplishment in itself.
definetely could be done in soundforge, maybe there's a mic involved, maybe s/he plays wind instruments, maybe s/he has some tasty outboard and soundforge is used more for editing and layering.
anyway, if u apply yerself, soundforge is more than enough software.
