Personally speaking, the music's obviously sub driven, but the bassline's not the most important part of the tune - it's the whole feel of the track. Not particularly interested in a tune which puts more weight on technique than ideas. Most of the dubstep tunes I like have comparatively simple bass lines in them, but its the soul and the way it works within the groove that are important.

The best bassline design is whatever fits the tune best to my mind.
Hmm....

Loefah.

His basslines are suffocating, proper physicality but still has a groove and headnodability. His resume of sub stomping tracks is incredible.

Not just jumping on the bandwagon, for me its Loefah no doubt. The biggest physical movement of air comes from that mans basslines.

Coki.
Loe has some monster b-lines, but Coki's b-lines are the biggest.

i don't have very sub speakers so i don't quite appriciate the sub-ness of some of these tracks...need to see more dubstep in the field....i know, i know.....my vote for jaw droppin basslines (and who got me into the grimy/dubstep sound are slaughter mob....some of their tunes never fail to excite me about the sound..pure y2k+ future business...i can feel a robot dance coming on..... :)
p.s. get yourselves down to the favesham, leeds tonight if you're in spittin' distance, with grime/d'n'b/dubstep/dub its gonna be bass weight and no mistake.
alright

What about Shackleton? I'm still amazed every time I hear Blood On My Hands and Naked. I think I hurt my speakers with those ones.

I'd also suggest checking out Elemental's Soulfire and Said the Spider by Darqwan - both ruffneck toons. Fine production there
