I believe Throbbing Gristle did the same about 15yrs before Scorn too.

Scorn took it beyond Throbbing Gristle.

I love Throbbing Gristle but Scorn took it next level in terms of shaping a 'Dubstep' similar sound. 'Industrial Dub' he was making before Dubstep had a name. Throbbing Gristle weren't really doing the same thing apart from the sonic experiments angle of it

really, Scorn was the first in style which sounds very close to dubstep, check his albums from around 95 'Gyral' and 'Logghi Barogghi', they both dubby, heavy and dark as hell
