yes but its only temporary and there would be no lies between that council and the population as there is now between government and population, it would, though its only a picture in my mind, be much better and fairer

How would you ensure it stayed fair? I mean, it'd need to be a fairly big organisation.
I don't think the difference between a government and a company is very big at all... one is funded by the public to run things for the country, one is funded by its customers to run things for profit. I prefer the government one, but any large organisation of people is pretty similar to any other large organisation of people.
The main problem you're going to find is that most humans are pretty selfish. In fact, we almost all are given the chance to be.
There's an old maxim that those who seek power should never be given it. How do you intend to find the members of your council?
Jungleboy: Of course, I can't argue with any of that. But then, nobody could.... that's why conspiracy theories are written in that way.... it means those who are happy to believe whatever they read (as long as it's not from "The Man") are happy to believe in them.
