Since when do you "need" a licence to drive?
Do you know how to operate the controls of a motor car? Do you own or have access to a motor car? Then you can drive my friend.
Applying for a licence (for anything) is equivalent to asking permission. Since when do you need anyone's permission to do something that you want to do and are prepared to take responsibility for?

This is the part where you need a license, to keep dangerous drivers off of our roads so our children can play safe outside without the risk of a nutter mounting the pavement.

I hope you get caught. Can you get insured on a car without a drivers license? That's a pretty stupid thing to say, the license just means you have proven you can drive safely and also that you understand the rules of the road. Once. On the day you were examined. Same as an MOT. Having an MOT certificate doesn't mean your car is road worthy; it means that it was road worthy on the day it was tested. Same principle applies to driving tests and licensing. If anyone's seriously interested in what you "need" in order to drive a car I suggest you investigate the difference between common law and statutory law. You'll find that all you actually "need" is a working motor car, a knowledge of how to operate the controls of that car and functioning eyes and limbs to enable you to do so.

An MOT is checking the state of a car not the knowledge and capabilities of an individual, they are totally different types of examination.
The whole point of obtaining a driving license is the learning process involved beforehand. Your ability is then tested to see how much you have learnt and understand.
The license means you know about road laws, signs, legal manoevres on public roads etc, very little is to do with how to actually drive a car after the first 2/3 lessons.
Also if you got in an accident that wasn't your fault, I imagine the police would still want to see your license, certainly if you wanted to take any form of action (including claiming insurance which you can't get with having a license).
