You mentioned that even Reason was laggy. Reason is never laggy, so I really do think it is your soundcard settings. Try the wdm/directx drivers and see if you still get the delay. If you don't, it definately has something to do with your ASIO settings.
The ASIO buffer size usually dictates the lag between pressing a key on a midi keyboard and what you hear. Try increasing the size, yet stick with the smallest value possible. Anything over 100ms will be unplayable imo... Mine is like 6ms or somethin silly..!
If you do all that and still get problems, post on the keybaord/soundcard manufacturers forum and email their tech support.
Finally, send me the keyboard and buy a new one
