I think what a lot of common fans and up and coming dj's don't realize is that a lot of these booking agencies are crooked as fuck. They are great at getting bookings, but more often than not, even if it's just $50 her $100 there, these agencies fuck over their artists. Their livelyhood depends on how much they can overcharge promoters and how much they can underpay their artists.
I can't stress enough how important it is for any artist who is doing any type of touring in any shape, form, or fashion to find some type of management or representation from someone they trust. Either have that person do your bookings, or have that person do the interactions with these agencies. It may cost you a percentage to do this but ultimately it's worth it in the long run. I did PR for multiple touring indie bands and quite a few touring dj's stateside while I was in college and it was an eye opener. Ultimately the artists who had the least amount of issues were those that had someone they trust (usually an old friend they trust) to handle all their interactions.
I really feel for 16-bit on this one. Hopefully you can get this shit sorted so it doesn't happen in the future and hopefully your luck changes with these poor businessmen.
To those who are giving 16-bit shit, bills don't pay themselves.... and when you're out traveling for a few weeks/months straight those bills are still coming. I know it isn't all about making money, but it sure as fuck isn't about going on a tour and losing money. How much sense does it make to go on a tour and to know the agency is making their money but you're watching your wallet because you need money to eat dinner that night?

Yeah... a lot of people don't understand the logistics of everything involved.
I don't know 16-bit on a personal level, but on a professional level they seemed to have it all together the time I had dealings with them. They seemed smart enough to understand the consequences of canceling an appearance, and I find it hard to believe that they came to this conclusion without some heavy thinking on the subject.
