it was designed by the US military, as a military deterrent against terrorists, jumpers(people about to commit suicide) etc etc.
its not so much about the sound, but more so the SPL in a way. Its designed to sense out 'waves' of energy which should 'scare' the criminal into submission.

there called sound mirrors or radar mirrors , bascially they can hear incomin planes along way off b4 the human hear can naturally ,

us military has also experimented with "brown noise" frequencies that make unruly mobs shit their pants.
at my first dubstep show i thought of douglas adams:
diaster area...not only the loudest rock band, but the loudest noise of any kind at all
has anyone tried to get some of these car audio bass-o-philes to play dubstep in their rides, they like it.
every time i hear a loud system in my parking lot i go out and give them a copy of some dubstep mix, and tell them to go look up dubstep.
