I agree, but I can't help but think that he's right to an extent. Though it does occasionally happen, 'uglier' or 'less slutty looking' girls don't often get raped. This may seem arrogant or misogynistic, but some girls are putting themselves in situations which expose them to higher risk levels of rape.
Having said this, it is not only down to women. The men who commit rape are slimy bastards. There should be more for the women who are abused by these predators.

It's never down to women. If a woman is goading you, would that excuse domestic violence? Same with rape. Doesn't matter how slutty they dress or even if you're both naked and then she decides she no longer wants to do it, there is no excuse for forcing yourself upon them.
