Yes - you can only use the samples provided in the fact, but how you process/chop up/manipulate/mangle/fuck around with them is entirely up to you.

on that vinyl simulator. That is a sound generator despite the fact that it is loaded as an fx in the mixer.

you talkin bout the izotope one? If so I have that and use it quite a bit, and hell no you can't use it in a sample comp geezz. I time stretched the rhodes sample, ran it through Replicant and bounced the resulting Neuro Bass sample.
