Well the heavy metals are like a slow killer, it's going to take a long time to see the effects. Some plants are already getting affected because the aluminum levels are way higher than they should be. Coincidentally alzheimer's disease is rapidly increasing, this is because the aluminum we are breathing is building up in our bodies and cannot be removed. However the later is more of a skeptical observation.
Getting to answer your questions: I believe the people that know of the spraying, just don't live in those areas. It's not like breathing any of it is going to harm you. However if you spend all or a majority of your life in one of these spray zones, you will more than likely be affected.
Second, I hope it's not a population reduction technique. I honestly have no idea why they would be doing it, I could only guess. I've heard some produce giants have been developing aluminum resistant seeds. This would enforce the farmer(s) to buy seed from the produce distributers, I could only imagine how much money would be involved in something like that.

THE PLANETARY POPULATION PROTECTION & ATMOSPHERIC AIR PURITY ACT
Henceforth, from the passage of this Bill, all spraying of Aerosols, Gases, and/or Metal Particulates (whether they be considered toxic or not) into the atmosphere over any portion of the United States or its terrorities shall be considered a crime against all the people of this Nation. seriously though, i used to think this was offit and read into it a lot, I realised its just not feasible. If someone can explain to me how an aircraft so high in the air can spray toxins of some sort over a designated area from that high an altitude when the slightest bit of wind could blow it 100 miles away ? They'd probably end up in the sea... what would it achieve anyway ? aluminum rich soil ? certain acidic soils contain high amounts of a few trace metals including aluminum anyway, nothing to do with chemtrails. Different altitudes have different pressure levels and weather, so its likely that they could have an effect on the length of time contrails hang in the air and the spread. I love reading conspiracy theories but people always seem to jump to crazy ideas when it could usually be logically explained easily enough, its like people are adamant that they always have to be in danger by sun worshiping owl god followers in red robes and black suits.
