On a serious note, I doubt she's a fraudster, chances of anyone getting away with it for that long are pretty low, driving around in that?
While back my neighbour rang 999 cause my tax disc was out of date. I'm serious. Now there, is a grass.

most (if not all) states have laws where your car has to get a safety inspection yearly. if you fail to get inspected, they revoke your tags.
