well, yeah, but you'd have to turn down the sustain on the amp envelope. I don't see the point really... unless you want a natural sounding decay on it, like a wobble that's fading out quickly.
If you want it at a constant volume, but a short duration, you want the amp ADSR to have full sustain and little to no release, so that when you release the note it will cut off. And in that case, no, you can't hold the key down haha.
On second thought, if you want it to wobble briefly, but for the note to sustain without wobbling afterwards, then yes, you can do that. You'd need to tell the synth to base the depth of the wobbling on a second modulator, be it an envelope, or perhaps the modwheel. Then you'd hold a note, and open or close the modwheel depending on when you wish for the tone to wobble
