It wasn't originally. That emerged as the sound coalesced into fixed forms, and was mostly fueled by DJ's (imo) who favor things in the same BPM range so they don't have to work as hard at mixing tunes.

Everything has a bpm just count the # of beats in 10 seconds and multiply it by 6....

What if it doesn't have a beat? It is possible, lots of long attack sounds combined with melodies that do not have a definite beat? Or John Cage's 4'33"?

I mean, god knows I'm not a genre fascist, but about the one constant thing about dubstep is that it's club music, written to be played out by DJs. If you say "fuck the DJs, I'm going to write a tune at 110BPM in 6/8 time and I don't care if people can't mix it" then you might be writing very good music, but you aren't writing dubstep.

What are all these non 130-150 dubstep tunes from back in the day, anyway? All I can think of are a few Kode 9 things.

Z3ta+, Zebra, Albino, Absynth, Alchemy, Massive. You can produce basses with anything, the problem with massive is the shitty sounding filters / overused waveforms.

I think Massive is still a pretty good synth, but the mainthing that producers doesn't do is resampling. Skrillex f.e. is still using Massive, but his basslines sounds awesome.
