Ok. This has had me strapped to my chair for the last week and it's confusing. It's like pitch manipulation.
Here are 2 songs that show this "Vocal Manipulation" the best.
The main "look I found her... Redcoat" verse and 1:18, and 2:04

But it can be done with chopping and effects. Check out Gsnap and his others http://www.gvst.co.uk/gsnap.htm
Can I use Image-Line's Newtone?
P.S. I have GSnap thanks mate
Never used Newtone, but I think it's more of an Auto-Tune type clone. Melodyne is a bit different and more in depth/advanced than that but you can definitely use something like that to get you on the right track. Also it's sometimes about frequency shifting, not pitch shifting. They are similar but frequency shifting doesn't preserve harmonics. Gets some weird results.
in ableton live you can use the warp featured on piece of audio to transpose it. Not quite sure how to have a smooth buildup other than +1 per clip or -1 per clip. Maybe some bend effects that keep the pitch growth more dull than sudden transposes
I'm trying to figure out how he does that really high pitched, almost female sounding voice. I know it's more that just pitching a clip way the fuck up, but I'm stumped. One quick example I found was about 52 seconds into "Why Don't You Call Me," but if you listen to Blake I'm sure you've heard this a lot, he does it in a few different tracks.
