That's one idea, yes.
Another would be that when Dubstep first came out, it was driven by marijuana as the drug of choice, and the music reflected that - tempo, beat programming, sub bass etc.
When Brostep takes that idea and builds on it, instead providing music that is fuelled by amphetamines, alcohol and methylenedioxy-N-methylamphetamine, drugs that require more intense and 'faster' extreme interactions from their soundtrack to increase the rush the user feels.

Brostep producers somehow create the illusion of bass (as interpreted by their fans). Thus it sounds

Could also be self perpetuating based on the clubs/venues that it's played in. These won't generally be soundsystem style rig setups capable of handling a lot of sub (as most Dubstep tunes have), as the large sub setups are not practical for a small bar environment, both in terms of the hardware required and also the fact that bass is omni-directional, so it will drown out talking/chatting to members of the opposite sex so much as to potentially make the venue an undesirable destination.
By shifting the emphasis of the music played from low to midrange, the venue owners can provide 'dance' music to a crowd without alienating the people who might necessarily reach the dancefloor at all, instead preferring to sit back and talk as opposed to let loose with the shirts off fist pumping folk.

Since I'm from the UK I might talk about of my ass on this one, but didn't the smoke ban have a big effect on the music? No smoking inside >>> djs needed more energetic tunes to keep the floor busy (this could explain both bro and housey stuff)
