1. This thread title is misleading. Fluoride has always been known to be toxic it is just the concentration that matters here.
2. Fluoride in the water is not causing fluoride poisoning. It's the excessive amounts of fluoride containing hygiene products Americans use at 2 often 3 times daily.
“It is not the water that's causing this," said Dr. Robert Barsley, a professor at Louisiana State University's Health Sciences Center School of Dentistry. "It's the extra fluoride products — toothpaste, mouthwash — that people are using. And people want nice white teeth so they brush three times a day.”
3. Theres a lot of hot air in these articles and it is so lazily put together from a scientific point of view. I would like some proper access to journals. Currently the recommended limit on fluoride is 0.7 parts per million. Some states have this as 1.2 parts per million (still absolutely nothing) and basically all this journal does is talk about how they need to move it back down until fluorosis is better understood.
4. In no case does it say the fluoride in the drinking water is causing the fluorosis. There's no scientific or statistical language in the article so most of what is said is just conjecture.
5. At best, the articles offer some latent (and not backed up) theories about fluoride replacing other electrolytes in the body and replacing their role in a small way. This leads to fluoride being used in bone construction ahead of calcium, leading to brittle/deformed bones. Of course electrolytes play thousands if not million of different roles in the body, hence the pervasiveness and half life of fluoride is an issue.
I would say this is a case of people getting involved in something they really don't understand just cos they want to make a noise.

Here's the thing: not just fucking people use fucking water. All this shit winds up getting dumped into our rivers, oceans, etc. along with all the other toxic shit we spew as a species.
It's already having an effect. What exactly? None can say yet, only symptoms and weirdness pointed out (fluoride toxicity reports from over 600 people in less than 4 years in one country alone; cadavers of aquatic life with definite signs of fluoride toxicity.) Fluorine is also found in relatively high concentrations in prozac (aka fluoxetine), teflon, and freon; prozac winds up in the sewage, teflon in the groundwater from dumps, freon in the atmosphere.

Background: Although fluoride may cause neurotoxicity in animal models and acute fluoride poisoning causes neurotoxicity in adults, very little is known of its effects on children’s neurodevelopment.
Objective: We performed a systematic review and meta-analysis of published studies to investigate the effects of increased fluoride exposure and delayed neurobehavioral development.
Methods: We searched the MEDLINE, EMBASE, Water Resources Abstracts, and TOXNET databases through 2011 for eligible studies. We also searched the China National Knowledge Infrastructure (CNKI) database, as many studies on fluoride neurotoxicity have been published in Chinese journals only. In total, we identified 27 eligible epidemiological studies with high and reference exposures, endpoints of IQ scores or related cognitive function measures with means and variances for the two exposure groups. We estimated the standardized mean difference (SMD) between exposed and reference groups across all studies using random effects models. We conducted sensitivity analyses restricted to studies using the same outcome assessment and having drinking water fluoride as the only exposure. Cochran test for heterogeneity between studies, Begg’s funnel plot and Egger test to assess publication bias were performed. Meta-regressions to explore sources of variation in mean differences among the studies were conducted.
Results: The standardized weighted mean difference in IQ score between exposed and reference populations was -0.45 (95% CI -0.56 to -0.35) using a random-effects model. Thus, children in high fluoride areas had significantly lower IQ scores than those who lived in low fluoride areas. Subgroup and sensitivity analyses also indicated inverse associations, although the substantial heterogeneity did not appear to decrease.
Conclusions: The results support the possibility of an adverse effect of high fluoride exposure on children’s neurodevelopment. Future research should include detailed individual-level information on prenatal exposure, neurobehavioral performance, and covariates for adjustment.

Interestingly, 1ppm fluoride in water led to roughly 12% of people have dental fluorosis that is aesthetically displeasing (http://www.bmj.com/content/321/7265/855.full; Systematic review of water fluorosis). Additionally, that article by BMJ cites that "214 studies were included. The quality of studies was low to moderate". Potentially adds a bit of error to their result.
