I'm not sure this bit is correct (but the rest is spot on). Similarly deejays chatting over instrumentals is something that goes back to the 60s - Treasure Isle, Studio One etc.
Tubby's innovation was to make the straight instrumental b-sides much stranger by adding effects etc. Which is definitely a major contribution to music, no doubt about that.
