This is an interpretation of a Japanese ケータイ smiley which looks like...

In it's original form it means あいたい which in Romaji looks like "Aitai".
This means, "I want to meet you". It is used by infantile people (ie, most of the people in Japan) to express feelings of lust and want to members of the opposite sex.
The poster is using a version of this to express his desire of a conclusion to his request.

Nice site where you can search for breaks that have been ripped off vinyl. You can also search by genre also. So you really don't have to use funk/jazz breaks if you don't want to. Check it out.
