Kind of feel to this synth?

Okay, no idea how I would make this synth, anyone got any ideas? I kindda wanna get it and play around with the pitch but am not sure how you'd get that stuttering effect (just two notes played quickly?) / how you'd get that kindda sound

Any help greatly appreciated

It's at 14:10 right at the breakdown with the big "?"

Uber short delay would be my guess, deadmau5 always uses delay in more interesting ways than "a delay" (yes that's badly explained idgaf).
