as a railway engineer i can add that you are not allowed to be Lineside (3 metres to a running rail) without wearing full high visibility clothing, a hardhat and approved steel toe boots. Also you're not permitted to be within 3 metres without setting up a Safe System of Work plan. And as far as im aware cattle arent even capable of filling in paperwork so they have no right to be there in the first place.
