I've listened to it a few times trying to be objective knowing that there will be a flood of how do I sound like X tune from Skrillex on the production board.
It just reminds me of old Mt Eden. Mediocre "deep" pop dubstep.
Kyoto is his only tune I enjoy as a brainless dancefloor tune with a limited shelf life.

Makes me wonder how much of this is a response to the anti-brostep bandwagon that's been ragging on him since day one, or him genuinely wanting to make this type of stuff now.

His production chops improved, but it sounds boring. Meh

Honestly, between this and the track he released with A$AP Rocky, I think he noticed he was getting boxed in and didn't want that. Getting boxed in and then having that genre end leads to obsolescence. Plus making the same kind of music all the time is boring.
