It sounds like a bassline that's being side-chained, and some kind of saw synths playing on top of them? Is that right?

Well, seeing as no-one ELSE has bothered to help, you pretty much answered your own question. Side-chain the bass to the kick and have a separate patch playing the melody.
Pretty simple if I do say so myself.
