If there was only 12hrs where people were forced to be lawless then it'd go crazy, but it wouldn't take long before people started policing themselves (didn't take long in the London riots before vigilante groups started appearing). Generally people want Police and Governments and Laws- it's the reason pretty much every country in the world has them, even though people like to have an us Vs them attitude they are just an extension of us- they're our government and police rather than us being their citizens.
