Different things work for different people. But both are valid options. I'm bad at writing essays so a little tip my wife gave me was to brainstorm different ideas that you want to talk about for each paragraph then arange them into a coherent structure.
Same applies to music. Thing about what you want each section of your song to sound like and what you might want to put in it, than arrange it into something that makes sence.
