we used to remove accts back in the days, and then we had some really bad server crashes. as someone said, sometimes the smallest edit to the database can crash the whole site, and to avoid losing potentially several days of posts ( its happened before ) just to remove one persons acct, we just don't risk it.

phpbb is full of strange bugs and weirdness.
