LMMS For Windows 8

Does LMMS work on Windows 8.1? And would you recommend LMMS for Windows, as a free alternative to Fruity Loops?

Fruity to LMMS is the biggest downgrade ever. Its a DAW made by hobbyists. The only reason to use it is if you don't want to WINE into a DAW on Linux.

Reaper in infinite demo mode would be a better choice if you want to get to work without paying upfront. License is only $60 if you decide you like it.
