No. Three dots in a row can be used in writing to designate a pause in a sentence that would be otherwise spoken. In this instance a comma could have been used, but would have conveyed less dramatic pause than I intended.

No, it shouldn't. The space afterwards would indicate an entirely new sentence, and a breath for the reader. If its just for dramatic pause within a sentence, no space (or breath) is required.
