I think it's a lot more complicated than that. It depends on what people believe is worth the cost as well, which is determined by people's attitudes to the crimes people are senteced for.

Prisons are shit and ineffective, capital and corporal punishments may actually be more humane. They are more humane in that there's a moral cost to the punisher and the society in which the person is punished and that's appropriate when harm is to be inflicted on another person even when that harm is justified on the basis of some crime. Prison insulates people from punishment especially when the case is made that prisons are holiday camps or whatever.

I'm not actually sure I agree but it's an interesting thought.

It is complicated but I think the premise reasonable. Once you have to pay to imprison someone the cost constrains you, if it doesn't cost that constraint is removed.
