He might become a genuinely good player playing in another system.
It makes sence to have the brazilian defenders playing together and you can't get a much better education than what Marquinhos and now side show Bob will get from playing with Thiago.
Alex is still good enough which is a shame. Maybe he misses the copacabana, glue or paella.
It's not unusual to play like Luiz has done in chelsea and still become one of the best defenders. He has a lot in common with both Hierro, Thuram, Dessailly, Sammer, Frank de Boer, Mattheus or Beckenbauer who where similarly too focused on the offensive side of their game in the beginning of their careers.

Looks like Luiz is probably coming over but I'd be cautious with the amount they announced. There's probably more to it. The Qataris might be loaded, but they aren't stupid either. Plus Nasser said they were willing to respect the FFP sanctions.
