There's a problem in assuming it can never work, if the basis for thinking it is that for example US police are racist or let's say more likely to move out in a white area where there is less risk oif retribution or whatever the excuse is.
I don't believe it's the principle but just history in certain places. It's not a culture of authority that by itself breed this condition. At the same time you are obviously pointing out an issue I agree with.
