PSP nitro - but it is much more that just a filter

oh and the Korg MS20 vsti used as an insert - those filters are lovely and worth the money alone

Oh my goodness yes. What it can do to bass! :o

I'm very fond of Izotope Spectron and Trash as well.

volcano, antares filter, and the ones that come in cubase are my choices.
If looking for some more intriguing sound design i'll hop on camel space.
camel phat is great fun as well if you're doing layering work - it's primarily a saturation/distortion plug but if has a filter in it too. Check it out.

Volcano has a 48db cutoff option on its two filters which i quite enjoy.

Sonalksis TBK & Fabfilter Simplon are 2 extremely nice sounding and inexpensive filters. Also I really like automating the Fruity EQ2 and sweeping the notch. Kontakt has an amazing filter too!

I love the Autofilter plugin which ships with Ableton Live. Its a really powerful tool for sounddesigning, when you know how to use it.

Oxford/Sonnox all the way. The first eq/filter plugin I've ever used that really works in any situation. So good, I just wish I could use more of them!
