It's been done before and no doubt it will be done again.

Check Loefah's Goat Stare for example.

What are the best films? A word of advice probably not your Hollywood blockbuster comedy starring Eddy Murphy.

Where can you get these from? Buying the video / dvd of film you want to sample....

Do i think they should be used? where appropriate, and if it works...

That's a myth.

Technically any amount of anything sampled needs to be cleared before you can use it legally.

However, in practice you will get away with it unless you're likely to shift more than a few thousand units.

Test case: Si Begg vs The Beach Boys.

Got away scott free.

not necessary.
i have heard smaples from some of the biggest movies ever.
is more about the use, than the source.

yeah but the more obscure the movie, the less chance that someone else has sampled from it before...

the whole point is to not choose some dialogue because you reckon its what other people woould do or suggest, but to get something that might take people by suprise or add to the atmospherics of the song, been said countless times but just do your own thing, personally i wouldnt worry about how big budget the film, spoken word cd or whatever is, unless you are already certain that you want to release it on a relatively large scale
