Personally I am ready to flee to Seattle when the time is right... but I wouldn't say Chicago sucks.
If you aren't used to parking or navigating a big city then maybe the experience is daunting... throughout Chicago the streets are permitted where they need to be. Smartbar is right near Wrigley and if you live in that area you want to be able to find some parking for you and your visitors, thus the permit parking. The signs are pretty far apart in some areas and don't stand out as a big NO like most no parking signs would.
That said... I have gotten tickets here for parking on streets that had absolutely no signs... Actually got one outside Hatcha and Benga's hotel when I was driving them around last year. In the end contesting the ticket wasn't really worth it and we had a good laugh about it.
Sorry to hear about your city woes Sea Monkey... Hopefully you will have better luck next weekend if you come up... I will personally scout you a spot if need be...
