can you really hack web-cams even if they are inactive?

i know they are not doing this to you.. im just saying .. i've considered putting masking tape over mine, but im a paranoid hippy by nature.

Not sure, you can watch someones webcam via flash - providing they click accept. I have never heard of it though. Luckily my webcam at home (built in) has a green light that comes up when its on.
