Before you do anything, make sure your copy of skyrim is patched and up to date. Steam should already take care of this
Now visit this website and download the latest SKSE (skyrim script extender) -

You will need to unpack the contents of this file into your main skyrim folder ( "C:\Program Files (x86)\Steam\SteamApps\common\skyrim" in most cases)
This script extender adds bits of code onto the surface of skyrim that lets mods "hook into" the main game. Without it, a lot of mods will not run properly.
Now you have the SKSE installed, you will want to get nexus mod manager up and running. This is a bit more of a pain as you will have to sign up to use it, however the ease with which it works and for sheer convenience, you won't regret it. -

After signing up, download the mod manager, install it and run it. It will ask you for the location of your skyrim game (the same folder I gave earlier) and other games that the manager works for. However, just untick the other boxes as they will needlessly complicate things! Carry on after scanning your skyrim folder. It will also ask for your nexus username/password, however it will only ask this once and never again.
Now you have your SKSE and Nexus mod manager ready, you will be ready to mod! The nexus is THE place to go for mods. There is also a steam workshop, however the mods are updated automatically (not a good thing as this can cause potential crashes, conflicts and could possibly even destroy your save file) so I would stick to the nexus as this keeps all your loaded mods in one easy-to-access place.
So what should you mod first? Well first off, make sure you download the unofficial skyrim patch.

This fixes many bugs and errors in the game and is continuously updated but never changes anything beyond the vanilla experience. Essential.
Secondly, you should think about graphical mods. I have the game running with an ENB injector that really adds some spectacular visual effects to the game
http://skyrim.nexusmods.com/mods/20781 (screenshots are included in the mod page so check em out!) ENBs are one of the more difficult aspects of modding to get a hold of (still quite easy though) so you may want to leave the ENB for another day.
Search for "HD texture packs" in the search bar and go for the most endorsed files. This will give you all the necessary up to date higher resolution textures that add a bit of extra sharpness and quality to the game at fairly minimal performance cost. W.A.T.E.R is also essential, as are the enhanced flora and fauna mods.
So hopefully I have given you some ideas of the sort of stuff you can start to mod in this game and how to go about doing it.
I have over 75 mods installed onto my game on top of the ENB injector, many of them just make tiny changes (adds flocks of birds to wildlife, random insect chirpy noises, more roadside lanterns near cities, improved city overhauls, improved NPCs, follower overhauls, crafting overhauls, animation overhauls....) and others make larger changes, but it's something you need to spend some time on. It's worth it because this is the sort of game you can pick up again in a years time, play in a completely different way and have a totally different experience doing so.
