Isn't the whole point that in this situation the bitrate doesn't tell us anything about the quality of the sound? It's like if you make a track useing only 96kb/s samples, and save it as a .wav. The file is a .wav but the sound on it is thin.
Maybe you could find out what exactly changes about a file when you reduce the bitrate... some people have said that the spectrum is reduced a bit, but is there anything else more concrete?

But yeah, I know the problem... took a look at EncSpot, but it still shows 64s disguised as 320s, as 320s. :S
You were right about the frequencies, though. Converting a 320 to a 64 made this:

^ I'm not used to looking at an analyser like one, but to my eye they are very hard to tell apart.

Just use your ears and your instinct. If you feel like the song is a lower quality try and find a better quality one. If that's not possible, you probably have the best quality available. If you think it sounds fine, you shouldn't really worry about playing it out, it obviously won't sound as good as a .wav or .flac, but the average listener wont notice, and the discerning listener won't hate unless the quality is shitty, in which case you should have caught it first on your monitors.

Yup, know he did.
Formatted the whole muffucka though, thank god i did, or my data would be on a paperwight now, my laptops power input broke the other day, right after I backed all my projects and my own collection of tunes onto that drive lol... so... fate...
